First, head north from Marketplace until you hit Kaineng Center. Buy the best armor for your character from there, check the skill trainer and grab all the quests you can get. Do some of the easiest quests to get you closer to 20 and then I'd say you are ready to continue with primary quests.
As for playing assassin, I wouldn't know to offer advice. Haven't played that myself.

I find that taking every quest at once often makes things more difficult. More mobs seems to spawn randomnly and can overpower the hench. And you spend a lot of time rerunning through the same areas over and over and over just to complete/get reward for a few quests.

As an assassin, you are not a tank. Don't try and play like one or you will watch most battle while lying dead on the ground. Warp to a caster, run a combo on it, warp out. Take out the ritualists first if possible. They add a lot of damage to the warriors, and do a decent job of healing them too.

The Am Fah are total pushovers. Use their paths to get where you're going whenever possible. The Jade Brotherhood are a lot tougher.

That's why I actually prefer to get as many quests as possible at the same time, to reduce the running around. With a big pile of quests active you can complete one, find the npc you needed to talk to for some other quests who sends you off to another npc, get a new quest on the way, pick up a needed quest item, kill some quest mobs, etc.. All that usually within one map while following some longer quest.
Also not too many of the city quests add lots of mobs on the way. Infact one of the Kaineng quests make Am Fah friendly to you while you have it active.

I'd rather take a sidequest if I needed some XP or skillpoints. But just doing the primary quests and missions provides ample of both.
I've quit taking any side quests just to avoid the tedium of them.

Definitely buy armor and do level up. Otherwise monks dont like you very much.

Had a sin in my group today for Vizunah while I was on my monk. He was a level 15 and apparently with seitung armor. He was dead in 2 seconds flat before I had a chance to even click on my skill!

So we let him die and ressed him after each battle was over. Hilarious!

If you have prophecies, then you could be back to lion's arch and do some of the easy quests around there to earn some skills and xp.
